ISIS Numbers Don't Add Up

Most analysts, estimate the number of ISIS fighters in both 
Iraq and Syria 
to be about 20,000
The Iraqi military and police forces are estimated at more than 
1 million. 
The Syrian army is estimated at 300,000 soldiers. 
These guys can't handle 20,000 fighters? here
Lets send in the the Expendables, they will handle it.

The army and police in Iraq have to be everywhere or they will just end up chasing ISIS around. Also they weren't all that united behind the government when this all started. As for Syria, the military is also fighting rebels. Mostly fighting the rebels leaving ISIS to also fight the rebels.
