Florida's Zombie Apocalypse Bill

The Tampa Bay Times has called it
“the bring your gun to the riot bill.” 
The Miami Herald
called this bill “crazy” and says this bill is the “Zombie Apocalypse bill comes to life.” 
Jeff Brandes, is sponsoring a bill that would allow gun owners to carry a concealed weapon during a civil emergency, riots, hurricanes, floods and of course zombie apocalypses, whether they have a permit or not.  As Tom Germond from Tampa Bay Newspapers asks, “Who came up with this idea?
