At the start of the COVID-19 pandemic in early 2020, Christina Robles had to close her home child care program just outside Salt Lake City, Utah, and let go of half of her staff. With parents continuing to keep children at home, she reopened a month later with just eight enrolled instead of her usual capacity of sixteen, which meant she lost half her income, too.
