This is so ridiculous. This removes the burden from those who can afford it and spreads the burden across the spectrum of those who may not be able to afford it. THEN when they can't get enough money they'll push the gambling. Once the state is dependent on gambling Florida will be unrecognizable ... Paradise LOST. Thanks to a greedy group of people who can't say no to themselves.
