It's not the starve them until they give us back our confiscated property.
It's the we can't recognize your corrupt regime until you free political prisoners, observe basic human rights, and recognize that American assets are not yours for the stealing policy.
Perhaps it hasn't worked but the let's be nice and pretend that the castro brothers aren't cold blooded murderers approach is just as likely to fail.
