After months of testimony, bill drafting, amendments and insistence by lawmakers that they would honor "the will of the voters” who backed a constitutional amendment calling for a major expansion of access to medical marijuana, the Florida Legislature won't be passing any sort of legislation to implement that constitutional amendment. here
