Last photo are friends. That hand sign is a circle and three arrows ( anti fascist ), if done with the other hand and with the fingers straight up in the air it'd be the opposite of that.
the guys in the last photo are rash (red and anarchist skinheads) they’re like a hardcore militant antifascist group that’s been in Florida for awhile . Like the other comment said the handsigns are supposed to be the arrows from the logo on one of the members shirt, theyre kinda like a left wing street gang but from what ive heard super nice folks
